Bringing this over from support assets.
We have a client who wants to be able to see the link cursor rather than a standard cursor when a link is hovered over in an annotation. @alexcjohnson mentioned this was a plotly.js bug, and also mentioned desired default behavior for an empty <a> tag to make the whole annotation clickable.
