PDO redirect tests are skipped for shared drivers

Description

As of PHP 8.1.0, PHPT --EXTENSIONS-- sections are used to dynamically load required extensions which are not already loaded (but are available). Apparently, that doesn't work for (PDO) redirect tests, so these tests are skipped, what can be seen on AppVeyor where all drivers are built dynamically (or not at all).
