I would expect these (expected) deprecation curl warning supressed in a compiler output and https://github.com/php/php-src/blob/master/ext/curl/curl.stub.php#L78 deprecated in php-src (and removed in PHP 9.0).

Sure, that's a good idea. If they're deprecated at the C level, they should be deprecated at the PHP level as well.

Will c-level deprecated stubs also be marked deprecated in stub files? If so, e.g. phpstan will automatically pick it up and report warnings

I merged GH-10553, so this should be good. Deprecation of the constants themselves can only be done for master anyway and likely needs a small discussion on the internals list.
