What's in this PR?

Adds PHP 7.1 to the travis test matrix.

Why?

PHP 7.1 is coming later this year, and it would be good to verify compatibility.

this looks more like a setup issue on github than an actual problem. can you check why xdebug.ini does not exist? https://travis-ci.org/php-http/discovery/jobs/149033968

This has already been resolved in php-http/client-common#36
