this doesn't fix some of the test_nanops breaks in kurt/skew/sem

It'd be nice to have comments explaining why we need the conditional tests. Reading through the scipy release notes, I don't see why the interpolate test would have changed, but they don't list bug fixes.

This + #12243 should get us passing again.
