Reproducible Example

cd doc && python make.py

Issue Description

When building the docs via python make.py on the latest main, the process succeeds, but produces a lot of repeated

/workspaces/pandas/doc/make.py:162: DeprecationWarning: The frontend.OptionParser class will be replaced by a subclass of argparse.ArgumentParser in Docutils 0.21 or later.
  option_parser = docutils.frontend.OptionParser(

messages at the end of the cli output.

Expected Behavior

Produced docs without such warnings.
