Reproducible Example

In [2]: DatetimeIndex(np.array(['-130000-01-01', '-130001-01-01'], dtype='datetime64[s]')).strftime('%Y')
Out[2]: Index(['1972', '1970'], dtype='object')

Issue Description

wrong dates :)

Expected Behavior

Index(['130000', '130001'], dtype='object')
