BUG: Fred tests failing - possible error with Fred data IO.

These two tests are failing (but they've been hidden for a while). They are (going to be) skipped on master for the moment, but need to be fixed/removed at some pont.

Is someone responsible/using the Fred data reader right now?

@TomAugspurger I think you added these tests with d97ec8e. Can you see what's up?

@jtratner Just submitted a PR at #4890. Only the first test was failing locally for me, but I fixed both. I guess I was asserting that an array with a single float was equal to a single float.

I'm not too happy with how the FRED reader works right now. FRED has an official API that might be better to target than how it's done now. But that's for another day.
