k that's the issue then travis installs 0.9. was hoping not to have to put up a wheel for this but i guess i'll have to

shouldn't this be raising in the other full deps (not LOCALE) builds as well?

2.7 (what we're calling the production build), 3.2, and 3.3 should all raise here if the scipy version is an issue

cephes is included in scipy v0.9.0 so ... that means what exactly? there's an issue with the debian build?

this just looks like it is not compiled (e.g. its the _cephes), e.g. the compiled module that seems to be missing?

right but why? 3.2 and 3.3 ostensibly run the same tests with the same debian install of python3-scipy so what's the difference
