Remove set_printoptions already.

So, 0.11 was released a couple of months ago, 0.12 is fast approaching and set_printoptions/reset_printoptions have had a deprecation warning attached
to them since 0.10.0.

Isn't it time to remove them?

Getting to look at the future code base for implementing ideas at present, well now, that just doesn't seem fair. But at least we know that @y-p is simply sampling from everyone's great hard work that will happen some time from now! :)
