The package says Python 3.9 is supported, but 3.10 is the minimum version allowed

Describe the bug
Python 3.9 is listed as a supported version, but support for 3.9 was removed in #981. Additionally Python 3.12 is supported and tested, but not listed.

To Reproduce

1. Using Python 3.9 install pandas-stubs: pip install pandas-stubs
2. Get an error
