Helm chart value, tolerations, is not applied to webhook deployment

Operator 4.1.3 includes Helm chart values for both `nodeSelector` and `tolerations`; however, only the `nodeSelector` value is correctly applied to both the operator and webhook deployments. The `tolerations` value needs to also apply to the webhook's deployment.
