Summary
This reverts #1756. There were issues with the change to publishing from a subdirectory, so we are backing it out for now.
Test plan
I have not been able to reproduce the failure, so I can't test this as a fix. However it is just a straight revert of the previous change, so should be relatively uncontroversial (famous last words).
