approve OMF affiliates

Please vote to approve the existing language for OMF affiliates with the understanding that the EC will add a section on joining and leaving, specifying that in becoming an affiliate agrees to receive communication from the OMF and abide by the OMF values and code of conduct when acting as an affiliate of the OMF.

Just pinning a reminder here that we are going to send some additional info in the "welcome to OMF" letter to affiliates that talks about the mailing list in order to meet the EU email rules. Also something about code of conduct.
