Should the people maintaining the gateway and site be the same as the people responsible for "clarifying standards of acceptable behavior"?

This is generic boilerplate that I think probably needs a bit more attention. I don't think we should just put gateway maintainers over project maintainers.

It seems more in the purview of a group drawn from the Executive Committee and Members Council, e.g., a specially defined subgroup for JEDI things.

If we don't want to go that route yet I'd recommend we use generic boilerplate like "OMF leadership" over "Gateway maintainers"

I only suggested gateway maintainers for items specifically related to the website. The rest of the project instances should reference the OMF in general, exec committee or something like that. Not the cyberinfrastructure team.
