global cd on startup dir when `hijack_directories.enable = false` or `open_on_setup = false`

Description

Vim's global cwd is always changed to that of the startup buffer's directory.

This should only be done when hijack_directories.enable = true or open_on_setup = true i.e. when the directory is actually opened in the tree.
