BUG: CI is not picking up the dev dependencies

E.g. we should test with numpy 2.0dev, but the devdeps job runs with 1.25.2. My first suspiciton is that it's due to an upper pin in another dependency, but it will need some investigation.

statsmodels is still pinning numpy<2 in their dev, so it messes up all our CI, too.
