Use OpenTofu for any Automated Infrastructure Deployment

As a maintainer of NGF
I want the any automated infrastructure deployment to be deployed via OpenTofu instead of Bash
So that we have stronger change control over what is deployed and how it is rolled out.

Acceptance

• Any infrastructure deployments present in tests via Bash are replaced with OpenTofu.
• Automated tests are able to invoke a single command to create a consistent test environment.
