Add Helm Chart tests

As a maintainer of NGF
I want to add unit tests to our NGF helm charts
So that I can catch issues with our Helm charts before our users do.

Acceptance

• When a value is set or a condition exists in the helm template, that configuration is covered by a Helm unit test.

I assume this is to test deploying using our Helm Charts? Aren't we already doing this in our functional tests?

This would be to test the Helm Chart specifically, not just deploying. We don't have any tests for that
