[Enhancement Proposal] NGINX extensions

What would you like to be added: A way to expose native NGINX configuration using Gateway API extensions such as Policies, Filters, ParametersRef, etc.

Why this is needed: NGINX is highly configurable and offers rich features that can benefit our users. We need to figure out how to expose the most commonly used and valuable NGINX directives/parameters using Gateway API extensions.
