Collect Deployment Flag Options (NGF)

As a maintainer of NGF
I want to collect which deployment flags were used when installing NGF for all participating installations
So that I can understand what a typical installation is using.

Acceptance

• Non-boolean tag values are recorded as either "default" or "user-defined"
• Boolean tag values are recorded as "true" or "false"
