Collect Deployment Replica Count (NGF)

**As a** maintainer of NGF
**I want** to collect the deployment replica count from all NGF installations
**So that** I can measure how many installations are leveraging horizontal scaling and by how much
**So that** I may prioritize horizontal scaling features by its popularity.

### Acceptance
- A count of the total number of replicas for the deployment of NGF is collected.
