Fix processing of TypeSpec

Description

• Method was missing the code to create an entry in the table in case it was missing.

Motivation and Context

• Fixes Typeof for array types returns invalid data Home#1164.

How Has This Been Tested?

• Unit tests added to cover this: Add unit tests to cover typeof CoreLibrary#205
