Description

Turns drivers-evergreen-tools into a git submodule.

What is changing?

  • Adds drivers-evergreen-tools as a git submodule.
  • Updates DRIVERS_TOOLS in setup scripts to point at submodule.
  • Updates container based scripts to now only tar src
  • Adds dependabot checks for submodule
Is there new documentation needed for these changes?

None

What is the motivation for this change?

NODE-6495
