Adds the LOADBALANCED=ON setting to the create-instance.sh script usage.
Syncs the load-balancers specs and runs them in our serverless testing

There's just a few more assertions a debug helpers that came up while figuring out the issues with these tests. No driver changes were needed.

  • I added the EJSON helper to the utils.js file, it came in real handy figuring out which clients were failing to connect
  • I added a check to our run-checks.sh that will fail if you pushed changes without running generate_evergreen_tasks.js
