Investigate if we need to remove the `--no-reload` for Flask

Ran into this issue - if "--no-reload" is in the args, then background tasks (using apscheduler) will not launch. Simply remove this argument and they start to execute as normal. Took me a long time to find this since I usually assume I can trust vscode's default settings!
