The winget package manager files, being submitted to winget-pkgs:

microsoft/winget-pkgs#79565

This PR won't be merged until we have worked out how to automate this submission in a pipeline

when we get around to localization, can we still have just one msi that installs all the languages?

I think the first step for automation is to generate these files in a pipeline. It can be as simple as changing the version line to be a placeholder and have the product build pipeline generate a new file by replacing the placeholder with the actual version tag.

I'm not, per PR comment:

"This PR won't be merged until we have worked out how to automate this submission in a pipeline"

We will pivot this PR to some sort of automation
