Description

Creating documentation for all test actions/nodes in test schema.

Fixed Issues (if relevant)

  1. MQE-2094: Test failure re-run error for extn builds #682: [devdocs] Copy documentation from devdocs to XSDs

- Reorganizing step, broke out actions from testSchema to sub-groups where possible.
- Creation of common atributes schema to keep schema dry as possible.
- dataActions now fully documented and dry.
- final dataActions formatting/commenting.
- Added comments to all test actions, and all relevant attributes.
- consistency formatting done to all sub schema.
