[Feat]: Expanding Tooltip functionality to other major component

Can you please expand the tooltip functionality, currently limited to form labels, to include buttons, icon, and other main components. I think it'll make things much convenient saving us from creating it with custom JS.

In an ideal scenario

-> It should support placement (top, bottom, etc.), and styling options.
-> It should be added to all major components.
-> It should ensure compatibility with screen readers and keyboard navigation
