move `generate_phpdoc.rb` away from ruby-vips 1.x

generate_phpdoc.rb needs ruby-vips 1.x (it does a lot of introspection).

It needs to be adapted for the current ruby-vips 2.x, or perhaps rewritten in C and made part of php-vips-ext.
