Make a "save as snippet" keyboard shortcut user-configurable

Feature Request
Currently, the keyboard shortcut to save code as a snippet is ctrl + shift + s. Since this keyboard shortcut is same as that to save file as ..., we want to make it user-customizable in JupyterLab.
