Dragging snippet is buggy

Describe the bug
Dragging a code snippet is sometimes buggy. If you don't see a drag image when dragging a snippet and just hover back on the drag icon, the hover activates a drag event.

To Reproduce
Steps to reproduce the behavior:

1. Click and drag a code snippet.
2. If you try step 1 several times, you may find that drag image does not appear right away.

Expected behavior
It should create a drag image when you click and drag a code snippet
