`react/prop-types`: Option to force TypeScript and propTypes

Currently react/prop-types will validate prop types regardless of how I define them. I would like to force that both propTypes and TypeScript types are defined.

That seems reasonable - in other words, a new option that forced prop types to be with propTypes, type annotations, or both.

@ljharb I've just been reading over the prop-types rule as well as the Components and propTypes util files, do you have any pointers on how you would approach this?

@adamb-92 I'd probably start by adding test cases to the prop-types rule that work the way you expect, and then start trying to add the option to the rule, seeing what tests still fail as you go. The needed information may or may not already be available to you, but you'd need to experiment.
