Allow importing without explicit import list in quick fixes

Current behavior:

Currently, quick fixes allow only importing a module with an explicit import list.

Proposed behavior:

Allow importing modules without explicit import lists in quick fixes.

I believe this is a duplicate of haskell/ghcide#480
