Add Logging Capabilities anytime a plugin returns a `ResponseError`

I was playing around with plugin utilities and ways to bring plugins on the same level in terms of error handling. During this, I noticed that sending a `ResponseError` does not generate any logging information. 

As endorsed by @michaelpj, adding this capability seems like a reasonable effort, and could help narrow down future issues.
