Closes #1437

Description

  • Adds a Partner with GraphQL conf page
  • A button on the conference home page that says "Join as a Partner"
  • A link to Partner in the header
  • A link to Partner in the footer

As mentioned in the issue, I still need to add URLs that can create a pull request on the marketing repository. But wanted to get initial feedback for the page and everything else first.
