Announcement blog for scalars.graphql.org

This PR adds the blog announcing the new home of contributed custom scalars https://scalars.graphql.org/. This blog explains the project, provides examples, and explains how to contribute.

The content of the custom scalars website is complete, and the domain is live. We're waiting on final legal clearance for licensing before officially launching.

@hwillson sorry I wasn't yet ready to launch the blog, @andimarek and I were going to redraft

Is it possible to put the blog back into a draft state? Or I can raise a PR to temporarily remove it while we redraft
