Hey @timothyjlaurent if you merge master back into your branch, we can get travis to stop yelling at us, and perhaps land this PR? I'd like to avoid creating a bunch of PRs where I am just duplicating peoples PRs with master merged back in, hence the reason I am asking you 👍 |

For some reason the [test:pytest] block wasnt working to load the DJANG_SETTINGS_MODULE this adds a pytest.ini file to hold that environment variable.
