Revisit empty repo will always update the repo's timestamp

Description

Reproduce steps (Gitea demo):

1. Create an empty repo from your profile
2. empty repo shows last updated now
3. wait after 1 minute
4. empty repo at profile shows last updated 1 minute ago (expected)
5. revisit the empty repo's home page, then back to the profile page for the repo list
6. empty repo shows last updated now (unexpected)

6 is unexpected since we at step 5 do nothing. Suppose the timestamp should stay fixed.

I will create a PR for this. This is a tiny bug.

Expected behavior:
At step 6, the last update time should grow.
