[v9] Clean up all `TODO(v8/v9)` instances in the code

### Description

This is a catch-all task to clean up all leftover `TODO(v8)` and `TODO(v9)` instances in the code base. This issue should be done last within the list of tasks in https://github.com/getsentry/sentry-javascript/issues/14225.
