Support Eiffel version 3.1.0

Description

Update the schemas used to support latest version of Eiffel (3.1.0 when writing this). This is related to #5.

Motivation

We should be able to use the latest and greatest in the Eiffel specs.

Exemplification

The data.locations.name property for Artifact Published that was added in 3.1.0, is not available.

Benefits

New spec. additions are made available through the API.
