Allow for Scope.apply() strategies

Apps should be able to tune these strategies:

-> run Scope.apply() in a requestAnimationFrame
-> delay Scope.apply() on Http responses (there may be other Http responses available very shortly)
-> exit a Scope.apply() early (in an unstable state) if it is taking too long

A good approach here would be to hard-code these strategies into a PR and try them in on real applications. Once we understand if something is useful, we will design a configuration system to enable / disable the strategies.
