Enable coverage plugin on demand

• When testing in CI I would like to enable the coverage plugin on demand by passing a cypress command argumnet e.g --coverage for example to the runner
• e.g. npx cypress run --coverage

Yes, this! I was trying to do this myself via configuration, but it's messier than I'd like it to be. It would be great to quickly be able to toggle coverage off to run my tests a bit faster.
