Tags are not propagated to monitoring EBS volumes

Description

The prometheus and grafana EBS volumes created by the cluster are not tagged with Cortex's tags (default or user)

Notes

At this time, it does not seem to be possible to assign tags at creation time, so they will have to be added after the volumes are created. Here is a potentially related ticket: kubernetes-sigs/aws-ebs-csi-driver#180

The nodes' volumes are tagged via eksctl-io/eksctl#3639
