Support `termcolor` version 3

Hi, we would like to keep the pace and update dependencies.

Currently we cannot update termcolor because commitizen pinned it <3

Possible Solution

Could we please check what is blocking the update and fix it?

Just checked the release note. I think we can upgrade it safely.
