[Chore]: open PR into code-server-aur on publish

What is your suggestion?

On publish after npm package, open PR to update https://github.com/coder/code-server-aur

Why do you want this feature?

To save us some time and make it easier to update code-server on AUR

Are there any workarounds to get this functionality today?

Manually doing it.

Notes

• go with same approach as the brew PR thingy (using the cdr bot account)
• i'll use the gh CLI since it's in actions
• i'll add it as a job to ci.yaml (temporarily) to make it easy to test
• i'll probably need to update my script
