Remove unnecessary conversion in Manifest#Attribute#write

Remove [this](https://github.com/codehaus-plexus/plexus-archiver/blob/master/src/main/java/org/codehaus/plexus/archiver/jar/Manifest.java#L318-L320) since this is an identity operation converting to UTF-8 and to UTF-8.
