Description of your changes

As detailed in the linked issue, the ip module, a transitive development dependency, brought in by lerna is vulnerable to GHSA-78xj-cgh5-2h22.

Dependabot was not automatically opening a PR for this dependency so I'm opening this PR to manually bump it (npm audit fix).
