Docs: add draft for Validation utility docs

What were you searching in the docs?

In accordance with our roadmap, we are going to open for contributions the entire development of the upcoming Validation utility.

To ease the development and lower the barrier of entry, I'm going to create the documentation for the feature, so that implementers can pick issues up and use it as reference.

The page is the result of an initial feasibility study using the libraries we are going to depend on (ajv) and the Powertools for AWS Lambda (Python) version of this utility as reference. As such, it doesn't necessarily represent the final DX because things that I didn't think of might come up during the actual implementation.
