Maintenance: add biome to project

Summary

We need to add the @biomejs/biome package and its configuration to the project.

For now the new linter/formatter will live side by side until all the packages have been migrated off eslint/prettier.

As part of this first unit of work I'll also migrate one of the packages to use Biome and fix any issue that might come up.

Why is this needed?

So that we can gradually replace eslint, prettier, and all their dependencies with a single one, @biomejs/biome.
